HSE & Quality Assurance
Our commitment to Health, Safety, Environment and Quality is embedded in every project we deliver — from mobilisation to handover.
Health, Safety & Environment
At ARCTON CONTRACTING L.L.C., the safety of our workforce, clients and the public is our highest priority. We operate a zero-compromise HSE culture across all our sites, supported by robust management systems, trained personnel and strict compliance with UAE regulatory requirements and international standards.
Our HSE Commitments
Zero Harm Policy
We are committed to achieving zero accidents, zero injuries and zero environmental incidents on every project. Our Zero Harm Policy sets the standard for all site activities and is enforced without exception.
HSE Management System
Our HSE Management System is aligned with ISO 45001 (Occupational Health & Safety) and ISO 14001 (Environmental Management), providing a structured framework for hazard identification, risk assessment and control.
Site Safety Plans
Every project begins with a comprehensive Site-Specific Safety Plan covering method statements, risk assessments, emergency procedures and site induction requirements for all personnel.
Trained HSE Personnel
Dedicated HSE Officers are assigned to all major projects. All site personnel undergo mandatory HSE induction training before commencing work, with ongoing toolbox talks and refresher training throughout the project.
Permit to Work System
A formal Permit to Work (PTW) system controls all high-risk activities including working at height, hot works, confined space entry, electrical isolation and excavation works.
Environmental Responsibility
We minimise our environmental footprint through responsible waste management, dust and noise control, spill prevention and compliance with UAE environmental regulations on all our sites.
Key HSE Procedures
Daily Site Inspections
HSE Officers conduct daily site inspections to identify and eliminate hazards before work commences.
Toolbox Talks
Daily pre-shift toolbox talks brief all workers on the day's activities, associated risks and required controls.
Incident Reporting & Investigation
All incidents, near misses and unsafe conditions are reported, investigated and corrective actions implemented within 24 hours.
PPE Compliance
Mandatory use of appropriate Personal Protective Equipment is enforced for all site personnel at all times.
Emergency Response Plans
Site-specific Emergency Response Plans are prepared for every project, covering fire, medical emergencies and evacuation procedures.
Subcontractor HSE Management
All subcontractors are pre-qualified on HSE criteria and are required to comply with ARCTON's HSE standards and site rules.
Quality Assurance
Quality is not an afterthought at ARCTON — it is built into every stage of our construction process. Our Quality Management System ensures that every project is planned, executed and inspected to the highest standards, delivering results that meet or exceed our clients' expectations.
Quality Management Pillars
ISO 9001 Quality Management
Our Quality Management System is aligned with ISO 9001, providing a systematic approach to quality planning, control, assurance and improvement across all our projects.
Quality Plans
A Project Quality Plan is prepared for every project, defining quality objectives, inspection hold points, testing requirements, approved materials and documentation procedures.
Material Approval Process
All construction materials are subject to a formal Material Approval Process before use on site. Only materials that meet specification and are approved by the client's team are permitted.
Inspection & Test Plans
Detailed Inspection and Test Plans (ITPs) are prepared for all major work activities, defining inspection hold points, witness points, testing frequencies and acceptance criteria.
Non-Conformance Management
A formal Non-Conformance Report (NCR) system ensures that any quality deficiency is identified, documented, corrected and closed out before work proceeds.
Handover & Documentation
We provide comprehensive project handover documentation including as-built drawings, O&M manuals, warranties, test certificates and authority approvals.
Our Quality Process
Quality Planning
Establish quality objectives, prepare the Project Quality Plan and define inspection hold points before mobilisation.
Material Control
Submit and obtain approval for all materials before procurement. Inspect deliveries against approved submittals on arrival.
Works Inspection
Conduct pre-activity, in-progress and post-activity inspections at all ITP hold points. Record results on Inspection Request forms.
Testing & Commissioning
Carry out all specified tests — concrete cube tests, weld tests, pressure tests, electrical tests — and commission all systems before handover.
Snagging & Rectification
Conduct a thorough snagging inspection prior to handover. All defects are rectified and re-inspected before the project is handed over to the client.
Handover & Close-Out
Compile and submit the full handover documentation package including as-builts, O&M manuals, warranties and authority completion certificates.
